Bouncing down and applying insert to tracks

is it possible to Moniter what is going on in other tracks whilst bouncing down? and second question: how do you put an insert effect after having recorded it?

No that is not possible, you record/bounce what's coming from the master bus which is the same as what is send to the output.
Why would you want to monitor something you are not bouncing?

You change the Insert effect insertion position (page 49 in the manual) to f.e. track 1
You can then apply the effect to what is recorded on that track and if you want, you can record(bounce) the result to another track.
