The noise seems to go away when the sine level drops down below a certain point. Makes me wonder if there is a defect or compromise in the DAC chip. I don't know enough about how analog-to-digital conversion works. It might be some of the other signal conditioning that is causing problems.

In any case, it is what it is.

I wonder if it is THIS issue that causes distortions and other effects to sound bad.

There's been an interesting development on this issue.

I ordered a Mooer Radar (IR Loader), and just tried it out. It has a very similar (or worse) issue with the same kind of noise. Because it has true bypass, the noise goes away completely in bypass mode.

It makes me think that the Mooer may have used a similar ADC, or perhaps some aspect of the DSP is similar.

I carefully put the Radar back in the box and returned it.

There are a number of rave reviews on YouTube and it makes me think about how these people must go right to these loud-assed overdrive sounds without even checking the clean tones or signal integrity.
